Viet Nam is at the beginning of the Fourth Industrial Revolution. In order to grasp the opportunities that the revolution has brought about, and to successfully build the society of digital citizens, there must be the demand of enhancing the capacity and capability for students to meet international standards in terms of Information and Communications Technology (ICT) skills. Viet Nam was selected as one of the four countries (Viet Nam, Bangladesh, Fiji, and the Republic of Korea) to join UNESCO Bangkok’s (...) “Digital Kids Asia Pacific (DKAP)” project, a comparative cross-national study with the aim to seek the understanding and address children’s ICT practices, attitudes, behaviors, and competency levels within an educational context. Thanks to the project, the Vietnamese research team completely conducted the survey in twenty (20) schools from five (5) provinces in Viet Nam. With the data on the digital citizenship competency levels of 1,061 10th grade students, the research team discovered the valuable findings to draw an initial big picture for Vietnamese policy makers, educators, and teachers about digital citizenship competencies of 15-year-old Vietnamese students. As the world has become more digitally interconnected than ever before in the 21stcentury, the next generation is required to possess various sets of new skills to succeed in their works and lives. The purpose of the article is to present a dataset of socio-demographic, in-school, out-of-school factors as well as the eight domains of 21st-century skills of Vietnamese secondary school students. A total of 1183 observations from 30 secondary schools in both rural and urban areas of Vietnam are introduced (...) in this dataset. The linear regression analysis was also utilized as an analysis example for this dataset. Findings – As the results, by using 5 steps which are: test for the statistical significance, test for heteroscedasticity, test for multicollinearity test the assumption of normality and test for autocorrelation, a positive relationship is found between Vietnam gold price and USD/VND exchange rate. In detail, the inflation in Vietnam and the nominal interest rate in Vietnam have no statistically significant with the gold price. In statistical significance test, the coefficient for CPI and USD/VND exchange rate are statistical significant but (...) there exists the multicollinearity between CPI and USD/VND exchange rate. The COVID-19 pandemic has caused unprecedented damage to the educational system worldwide. Besides the measurable economic impacts in the short-term and long-term, there is intangible destruction within educational institutions. In particular, teachers – the most critical intellectual resources of any schools – have to face various types of financial, physical, and mental struggles due to COVID-19. To capture the current context of more than one million Vietnamese teachers during COVID-19, we distributed an e- survey to more than 2,500 randomly selected (...) teachers from two major teacher communities on Facebook from 6th to 11th April 2020. From over 373 responses, we excluded the observations which violated our cross-check questions and retained 294 observations for further analysis. This dataset includes: (i) Demographics of participants; (ii) Teachers' perspectives regarding the operation of teaching activities during the pandemic; (iii) Teachers' received support from their schools, government bodies, other stakeholders such as teacher unions, and parents' associations; and (iv) teachers' evaluation of school readiness toward digital transformation. Further, the dataset was supplemented with an additional question on the teachers' primary source of professional development activities during the pandemic. (shrink)

Competence structure that pre-service teachers need to develop to become a future teacher has been defined since the 1930s. For pre-service mathematics teachers, their competence has its own characteristics. ICT integration in developing competence for pre-service mathematics teachers has been been proved to be effective in many previous studies. In Vietnam, the Ministry of Education and Training (MOET) has recommended the use of ICT to enhance teaching-learning activities in schools and universities, therefore, there have been many studies on ICT intergration (...) at different educational levels. However, there are only a few studies on the use ICT integration in developing competence for pre-service mathematics teachers. This paper presents results from a research on the feasibility of ICT integration in developing competence of Vietnamese pre-service mathematics teachers. The research was conducted by surveying on a randomly selected of 297 pre-service mathematics teachers and 40 mathematics lecturers in six universities which provide mathematics training programs. Results show that despite of the availability of technologies, ICT integration in training pre-service teachers is still limited. In addition, ICT integration in teaching activities of mathematics teachers is not really effective because the levels of their ICT skills are very different. Pre-service mathematics teachers have the ability to use ICT equipment, and good accessibility to learning systems, but their use of the learning management systems (LMS) is limited. This study can be a reference for future studies to test the effective of ICT integration in training pre-service teachers when designing activities to develop feasibly and effectively their competence. Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications by (...) year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Nghiên cứu nhằm xác định và đánh giá mức độ ảnh hưởng của các yếu tố trong việc đưa ra quyết định chọn trường đại học của học sinh THPT. Phương pháp phỏng vấn trực tuyến (online) kết hợp với bảng hỏi được sử dụng để thu thập dữ liệu từ 200 sinh viên năm nhất của các Trường Đại học ở Hà Nội và ngoài khu vực Hà Nội, trong thời gian tháng 2 và tháng 3 năm 2020. Phương (...) pháp phân tích khám phá nhân tố và phương pháp hồi quy tuyến tính được ứng dụng để phân tích số liệu. Kết quả cho thấy sinh viên khá hài lòng và khá chắc chắn với quyết định lựa chọn trường đại học của mình, trong khi đó có 4 yếu tố quan trọng ảnh hưởng đến việc quyết định chọn trường đại học. Các yếu tố có độ lớn giảm dần theo thứ tự là (1) yếu tố thông tin, quảng cáo, (2) yếu tố thương hiệu và việc làm, (3) yếu tố bản thân học sinh, và (4) yếu tố học phí và cơ sở vật chất. Từ kết quả nghiên cứu, chúng tôi đề xuất một số giải pháp nhằm giúp các em học sinh tìm được trường phù hợp và hỗ trợ các trường đại học cải thiện sự hiệu quả của công tác tuyển sinh trong thời gian đến. Trải qua nhiều biến động, cho đến nay, thị trường chứng khoán Việt Nam ngày càng được hoàn thiện phù hợp với xu thế phát triển và nhu cầu của nhà đầu tư. Để tìm kiếm lợi nhuận và xác định được mức rủi ro, nhà đầu tư cũng như nhà quản lý cần có những (...) kiến thức cơ bản, chính xác và cập nhật về thị trường chứng khoán. Do đó việc phân tích đầu tư chứng khoán luôn là vấn đề đặt lên hàng đầu. Phân tích đầu tư chứng khoán thường tập trung vào hai vấn đề chính: một là phân tích, dự báo và đánh giá xu hướng giá của cổ phiếu, hai là phân tích đo lường rủi ro trong quá trình đầu tư, từ đó đưa ra các kịch bản và chiến lược đầu tư phù hợp. Có rất nhiều nghiên cứu, phân tích về chuỗi giá cổ phiếu đã được thực hiện nhằm tìm lời giải đáp thỏa đáng cho các vấn đề trên. Thực tế cho thấy, giá của các cổ phiếu trên thị trường luôn luôn thay đổi theo thời gian. Điều này đem đến nhiều cơ hội tìm kiếm lợi nhuận nhưng cũng tiềm ẩn rất nhiều rủi ro cho các nhà đầu tư khi tham gia vào thị trường này. Đại dịch Covid-19 đã gây ảnh hưởng tiêu cực đến thị trường lao động Việt Nam, hàng triệu lao động giảm giờ làm, giảm thu nhập, thậm chí mất việc làm. Đây là lần đầu tiên trong 10 năm qua, nền kinh tế Việt Nam bị sụt giảm nghiêm trọng về số lượng người tham gia thị trường lao động và việc làm. Thu nhập bình quân của người lao động cũng bị thâm hụt. Tỷ lệ thất nghiệp, thiếu việc (...) làm và tỷ lệ lao động làm việc phi chính thức tăng mạnh so với xu hướng giảm của những năm gần đây. We conducted an experiment to determine the impact of short-term pressure on 1,228 Grade 8 students’ outcomes when performing simple math exercises. We required all students to complete 100 simple math questions for 90 seconds. We analysed students’ results and then divided them into three groups: (i) a control group who did nothing; (ii) a group who performed an easy task; and (iii) a group who performed a difficult task. Finally, we required all students to solve another 100 simple math (...) questions in 90 seconds and used a Bayesian model to compare the results of the three groups. We discovered that students who successfully solved complex tasks received higher outcomes within short periods than those who succeeded in the easy task. However, students who failed to solve either the easy or the problematic tasks received lower results than those who did nothing between the two attempts. Also, we found no differences between the results of male and female students. The findings shed further light on the Yerkes-Dodson law about the influence of stress and distress on students’ performances. (shrink)

The 21st academic curriculum worldwide has emphasized Critical Thinking as one of the paramount thinking skills. However, the fact that whether EFL teachers- as direct guides in the classroom- have thoroughly grasped the concept, have been exposed to the concept or equipped with adequate methods and approaches to teach critical thinking in daily lessons remains questionable. This paper aims to present the Vietnamese EFL teachers’ perceptions of critical thinking and provide an overview of their current practices of critical thinking skills. (...) The paper emphasized the extent of understanding of critical thinking that Vietnamese EFL teachers show in comparison with definitions in the literature, and how they apply what they understand in the EFL classroom. Participants of the study are 5 teachers who have teaching experience of more than 3 years, and the researchers collected data through in-depth interviews. The findings revealed a lack of information and training from the participants as well as some challenges in practicing the skills due to time-constraints or inadequate general knowledge and limited language level of students. This paper gives EFL managers and practitioners’ assessment criteria for whether to include or exclude critical thinking in their classes and sheds light on how Vietnamese EFL teachers can structure their lessons to critical thinking in the classroom. This thesis was shaped from Action 13 of the recent Base Erosion and Profit Shifting (BEPS) project adopted by the Organisation for Economic Co-operation and Development (OECD) and G20 countries to prevent profit shifting by multinational enterprises (MNEs). In response to the BEPS Action 13, New Zealand and Vietnam have recently introduced new transfer pricing rules. As little research has been done to examine the effects of the BEPS Action 13 on the transfer pricing landscape of respective countries, the main (...) objective of this study is to understand how the New Zealand and Vietnamese governments have reacted to and adapted the BEPS Action 13 and what tax consultants and taxpayers in both countries think about the new transfer pricing regulations. This study is exploratory in nature. As such, a qualitative case study approach has been adopted using institutional theory as a theoretical framework. Semi-structured interviews were conducted with two tax officers and ten transfer pricing consultants in both countries to identify the differences and similarities, and to draw conclusions. This study aims to determine the factors from social media and crowd psychology among individuals, a group, or communities on social networks that affect the attitudes of Lesbian, Gay, Bisexual, and Transgender (LGBT) students at FPT University in Ho Chi Minh City toward coming out to their parents. The research desires to determine whether there is any difference in terms of year of admission, major, and the frequency of social media use. The research method is quantitative research (survey - using (...) questionnaire). The sample size of the survey is 154 LGBT students; All respondents are studying at FPT University Ho Chi Minh City. The results showed that searching for information and digital coming out are the two factors that have the most substantial impact on the attitudes of LGBT students at FPT University in Ho Chi Minh City (HCMC) towards disclosing their sexual orientation to their parents. Vietnam continuously liberalizes the financial market as a requirement for its accession to the World Trade Organization in 2007. This paper discusses the foreign investors’ expectation and their experience when penetrating into Vietnam’s market. The role of the foreign entrants is also assessed. By synthesizing and analyzing relevant research and reports, several important insights are discovered. Firstly, the presence of foreign investors and banks improves market competition, efficiency, and stability. Wholly and partly foreign-owned banks provide the spillover effects in management (...) quality, in the introduction of world standard banking products and services, and in the application of information technology. Secondly, by looking into the foreign owned banks, it is found that the banks’ foreign investors are not likely to play an influential role in managing the banks they invested in. The motive of the investors to control the invested companies leads to their decision of holdings withdrawing. (shrink)

This research investigates the determinants of entrepreneurial intention among Vietnamese employees, a crucial segment of potential entrepreneurs yet mostly neglected in previous studies. Given the focus on intention to create an international business venture and the working segment, we expand the entrepreneurial event theory by supplementing perceived competence and job satisfaction as determinants of entrepreneurial intention while testing the mediation of perceived feasibility and perceived desirability in such relationships correspondingly. Three focus groups on 27 Vietnamese employees were conducted to explore (...) the specific relevant competences and develop the conceptual model. Afterwards, data from an empirical survey on 567 Vietnamese employees was analysed using a partial least squares structural equation model to test the hypothesised relationships. The empirical results indicate that perceived competences, viz. administrative competence, communication skills, network building competence, and international business expertise have a positive impact on entrepreneurial intention. Corporate Social Responsibility (CSR) is a topic that academia as well as businesses are interested in carefully and thoughtfully in order to benefit businesses as well as maintain the sustainable development of enterprises environment, bringing maximum benefits to the social community and stakeholders. But on the other hand, developing these strategies into practice is not easy, especially with (...) regard to developing countries. Vietnam is a country that is giving importance to social responsibility issues in recent years, this country is focusing on persuading fastidious businesses in the world in sustainable cooperation with business models, business applications in many areas of operation, and at the same time have more abundant labor resources and diverse business practice markets. -/- The author's theory brings certain values to readers through the author's perspectives and research, including definitions and models. In addition, research on the current state of social responsibility in developing countries by referencing and synthesizing various documents and sources of authors who have studied before but is not really exhaustive. The thesis focuses on reports of companies in Vietnam (e.g Vinamilk Corp., Vingroup Corp., FPT Corp.), social networking sites, websites with many research sources on CSR and combined with general social and personal knowledge. The results obtained are that specific reports on the implementation of corporate social responsibility in Vietnam are gradually progressing and leading to movements for other small and medium enterprises to join in response to create sustainable development strategy for each business. In today’s world, education is less being considered as an outcome, but more as a journey. As the adventurers, our students are facing more and more complex challenges. Previously, the socio-economic status of a student’s family seemed to be one of the biggest factors among inequality causes. Nowadays, the chaotic situation of today's VUCA world (volatility, uncertainty, complexity, and ambiguity) is generating more and more types of inequity and inequality. Thus, the purpose of the study is to develop LERB - (...) a simple model to classify inequity and inequality, as a stepping-stone to build a gap detection framework. Through a structured literature review, the study identified the interconnection between equity and equality, as well as their transition toward students as an individual or as a group(s) and subgroup(s). The study can also be adapted to examine the correlation between different categories of equity, as well as to brainstorm and propose remedies to tackle those gaps. (shrink)

2019 is a year witnessing the explosion of many high-tech applications in learning and teaching with integrated multimedia technologies (virtual reality - VR, augmented reality - AR), group and team collaboration technology, class organization, class management, and school ... It is indisputable that the application of new technology generates more interest in the learning and collaboration process. However, we are seemingly fraught with intractable problems within the transformation of a VUCA world (volatility - fragility, uncertainty, uncertainty, complexity - complexity, ambiguity (...) - ambiguity) if we rely solely on technology. Students of today's Z generation (born around 1997 onwards) are not only more proficient with technology from birth, but also have completely different psychological characteristics and needs to be compared to the previous generation. In the 20s of the upcoming XXI century, researchers are ready a name to give birth to the generation that is about to be born? And what do we, as educators, prepare to foster contemporary generations of students? Let's take a look at some of the outstanding educational research in 2019, whether we can name a new challenge or feel the intangible challenges will suddenly come in 2020? (shrink)

The political system in Vietnam follows the former Soviet Union style, which includes the sub-systems of Party, state and mass organizations. It remains almost unchanged since the 1986. While Vietnam has been achieving impressive socio-economic development results, the political system somehow lag behind the socio-economic development process.

‘Dumping’ is a practice in international trade whereby a product is introduced into the commerce of another country at less than its ‘normal value,’ which might cause or threaten material injury to the domestic industry of the importing country. To address the practice of dumping and provide rules to deal with it, the World Trade Organization (WTO) adopted the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade (1994), known as the Anti-Dumping Agreement (ADA). -/- (...) The ADA sets out anti-dumping investigation procedures that importing countries must follow if they wish to impose anti-dumping measures, which are determined by comparing the normal value and the export price of the goods in question. However, not all countries are treated equally under these arrangements. Countries that are non-market economies (NMEs) are accorded special treatment provided by specific rules, including the option for investigating authorities to resort to surrogate prices in a third country for the purpose of establishing normal value. This application of surrogate prices is referred to as ‘NME treatment’. In the absence of an internationally recognised definition of an NME, each WTO Member has adopted its own definition and/or a list of NMEs. Vietnam, a WTO Member whose economy is moving from being centrally planned to being market-based, is considered an NME by both the United States (US) and the European Union (EU). This research investigates whether the non-market economy status of NMEs such as Vietnam disadvantages exporters in anti-dumping investigations and proceedings. The research analyses legal, procedural and other issues relating to the non-market economy status of NMEs in general and Vietnam in particular, in anti-dumping investigations and proceedings conducted by the US and the EU. The research uses a qualitative methodology design, by which data was collected primarily using desk-based study, supplemented by interviews with anti-dumping experts, Vietnamese exporters and government officials. It involves the examination of international law pertaining to anti-dumping, the US and EU anti-dumping laws and investigation procedures, analysis of the WTO anti-dumping dispute settlement procedures and related jurisprudence, as well as the analysis of Vietnam’s transition to a market economy. -/- The research has found that both the US and EU treat Vietnam as a NME and have developed their own specific methodologies for anti-dumping investigations on exports from Vietnam. Furthermore, it highlights the wide discretion of the US and the EU under their domestic laws in many stages of anti-dumping investigations. -/- The findings also show that the WTO Dispute Settlement Body generally considers the US and the EU practices to be consistent with the ADA provisions. However, certain US and EU practices were found to be inconsistent with the ADA, including ‘zeroing’, limited examination, surrogate country selection, and the imposition of the ‘entity-wide rate.’ Further, by applying these practices, investigating authorities might establish unpredictable normal values that may inflate the estimated dumping margins and ultimately lead to the imposition of a higher than appropriate anti-dumping duty. The analysis concludes that the NME status of countries such as Vietnam disadvantages them when facing claims of dumping. Finally, this thesis provides recommendations for Vietnamese exporters that will serve to improve their competence as defendants/respondents in anti-dumping investigations and proceedings and more effectively demonstrate the degree to which their operations are based on market-based principles. Recommendations are also provided to the Vietnam Government on ways in which it can support Vietnamese exporters in anti-dumping investigations and proceedings. (shrink)

The research analyses legal, procedural and other issues relating to the non-market economy status of NMEs in general and Vietnam in particular, in anti-dumping investigations and proceedings conducted by the US and the EU.

A nation’s economy runs on the knowledge and skills of its people.Quality assurance mechanisms for higher education institutions must take cognizance of the graduates' acquisition of skills to become productive and contributory for societal development. The study is a quantitative survey assessing the attainment of the immediate program learning outcomes of the graduating Bachelor of Science in Information Technology of one campus of a public higher education institution in the Philippines. It also assessed the introspection and level of satisfaction of (...) the graduates in their studies. Findings disclosed that the graduates have a high level of attainment of the program's learning outcomes and a high level of satisfaction. The high school where the respondents graduated is the single variable that defined the difference in attainment of program intended learning outcomes. As to the graduates' introspections, themost significant percentage of them learned the program from family, relatives, and friends. Reasons for pursuing the degree program are because of parents’ influence, prestige of IT profession. Meanwhile, the university's reputation, affordable tuition fees, and proximity to home were the factors affecting the enrolment in the BSIT program. The findings will be the basis for strategic program interventions of the program. (shrink)

Developing research groups within universities and science-technology institutions is one topic that gained a special interest in recent times. In this article, we will present our experience of building a research team in the field of Social Science at EdLab Asia Educational Research and Development Centre (EdLab Asia), a young research institute which achieved several initial results after one year of establishment: 14 published works in the journals from Clarivate WOS and Scopus list, between the time from Sept 2019 to (...) Sept 2020. This article will present the goals, strategies, structure, and operating principles of EdLab Asia. Policy implications for universities and science-technology institutions in educational science in particular, and social science in general will be mentioned at the end of this article. (shrink)

Ngoài ra, Scopus còn thường (...) xuyên tiến hành những cuộc đánh giá định kỳ về chất lượng của các tạp chí nhằm loại bỏ những tạp chí không đảm bảo. Nguồn lực và chất lượng giáo viên là một trong những mối quan tâm thiết yếu để phát triển giáo dục bền vững. Thông qua phân tích bộ dữ liệu “Khảo sát thói quen phát triển chuyên môn giáo viên các trường phổ thông ở Việt Nam năm 2019” với 464 quan sát về thói quen học tập của giáo viên phổ thông từ các trường công lập và tư thục trên cả nước, chúng tôi thực hiện nghiên cứu phân (...) tích thói quen phát triển chuyên môn của giáo viên. Nghiên cứu này là một phần kết quả của dự án nghiên cứu về năng lực chuyên môn giáo viên phổ thông Việt Nam giai đoạn 2020 – 2025 của Trung tâm nghiên cứu và Phát triển Giáo dục EdLab Asia. Bằng cách phân tích dữ liệu về số giờ tham gia hoạt động phát triển chuyên môn của giáo viên ở từng loại hình trường, nghiên cứu chỉ ra sự khác biệt về thói quen học tập của giáo viên các cấp phổ thông theo từng loại hình nhà trường. Nghiên cứu cũng chỉ ra rằng hoạt động phát triển chuyên môn giáo viên của trường tư thục tốt hơn trường công lập. Kết quả của nghiên cứu là gợi ý cho các nhà hoạch định chính sách, các nhà quản lý giáo dục tại các cơ sở giáo dục phổ thông, không kể công-tư tham chiếu và điều chỉnh các kế hoạch, chương trình phát triển chuyên môn giáo viên.
